O.C. Answer Man: Is it legal to feed wild ducks in Villa Park?

Don’t go there. In 1995, Villa Park resident Judy Simons fed a mallard in her yard. The duck told his friends, who told their friends, and soon Simons was serving up to 235 pounds of feed daily to as many as 900 ducks. Based on neighbor complaints, the city made it a crime to feed wild birds when it constitutes a nuisance or health hazard. Simons said she’d stopped, but the ducks kept coming. Neighbors were convinced she was still feeding them. At the trial—during which an expert on duck poop was called to testify—Simons was cleared of the crime. She paid $25,000 in legal fees, but video of the ducks won her a prize on “America’s Funniest Home Videos.”
